    UAE mediates Russia Ukraine prisoner exchange of 292 captives

    The United Arab Emirates (UAE) has successfully mediated a new exchange of prisoners between the Russian Federation and Ukraine, involving 292 captives 146 from each side. This marks the seventeenth exchange brokered by the UAE since it began its diplomatic engagement in the conflict, bringing the total number of captives released through its efforts to 4,641. The UAE Ministry of Foreign Affairs confirmed the completion of the latest exchange on August 24, reiterating the country’s commitment to de-escalation and humanitarian diplomacy.

    The ministry expressed its appreciation to both Moscow and Kyiv for their continued cooperation, stating that the latest development reflects growing confidence in the UAE’s neutral role and the strength of its bilateral relations with both nations. The Ministry emphasized that this exchange, facilitated through sustained coordination with relevant authorities, underscores the UAE’s approach of quiet, consistent diplomacy aimed at alleviating the humanitarian toll of the ongoing war. It also reflects the UAE’s broader strategic objective of promoting dialogue and peaceful conflict resolution on the global stage.

    Ukrainian President Volodymyr Zelenskyy welcomed the return of 146 Ukrainian prisoners, including both military personnel and civilians. Among the released was journalist Dmytro Khilyuk, who was detained in March 2022, as well as a number of medics, a former mayor, and other individuals who had been held since the early months of the war. The Ukrainian presidency released images of the returnees undergoing initial medical evaluation and reuniting with families.

    Russia and Ukraine acknowledge UAE’s neutral role

    Ukraine’s Coordinating Headquarters for the Treatment of Prisoners of War confirmed that the released individuals came from various branches of the armed forces, reflecting the scale and diversity of Ukrainian personnel captured in earlier stages of the conflict. Ukrainian authorities publicly acknowledged the UAE’s diplomatic role and logistical assistance in making the exchange possible. On the Russian side, the Ministry of Defence announced the safe return of 146 service members, who were transported to Belarus before being transferred to Russian territory for medical and psychological support.

    The ministry also confirmed the release of eight civilians from the Kursk region, who were included in the exchange agreement. This exchange follows a series of similar UAE-brokered swaps over the past year. Previous exchanges involved groups of 95, 190, and 206 prisoners, illustrating an ongoing framework for dialogue and humanitarian cooperation between Russia and Ukraine under UAE facilitation. The consistent tempo of these exchanges has positioned the UAE as a reliable intermediary, with each operation carried out through confidential negotiations coordinated with both parties.

    Previous exchanges add to UAE’s credibility as mediator

    International observers have noted the UAE’s increasing role in multilateral humanitarian initiatives since the outbreak of the war in Ukraine in 2022. While remaining diplomatically neutral, the Gulf state has leveraged its ties with both governments to provide a platform for practical cooperation in humanitarian matters. The UAE has also dispatched humanitarian aid to affected civilian populations and supported broader relief programs in coordination with international agencies.

    The process has been characterized by discreet negotiations, compliance with international legal norms, and operational transparency. As the conflict in Ukraine continues into its fourth year, efforts to secure the release of captives remain a critical component of humanitarian diplomacy.
